Save Water and Money
Calleguas, together with its retail and regional partners, supports efficient water use by offering rebates and resources through the Metropolitan Water District of Southern California’s Regional Conservation Rebate Program at bewaterwise.com.
The program provides financial incentives for a broad range of water-saving upgrades—such as high-efficiency toilets, clothes washers, and smart irrigation controllers for residential customers, and air-cooled ice machines, low-flow urinals, and connectionless food steamers for commercial facilities. Rebates for both residential and commercial customers are available for turf removal and the installation of water-wise landscapes—making it easier and more affordable to conserve water indoors and out.
Rebate amounts are subject to change and depend on available funding.

Janss Rd., Thousand Oaks, CA 91362). Residents are encouraged to visit the garden as it showcases plants that, once established, require little maintenance and less water.

Turnkey Turf Transformation (T3) Program
Calleguas is currently participating in the Turnkey Turf Transformation (T3) Program, a collaborative effort among four Southern California water agencies dedicated to regional sustainability. Spearheaded by the Inland Empire Utilities Agency (IEUA), the program transforms non-functional turf into California-friendly, drought-tolerant landscapes across Southern California.
The T3 program is funded by the California Department of Water Resources (DWR) through the 2022 Urban Community Drought Relief Grant Program, which supports initiatives that strengthen local drought resilience and sustainability. This effort reflects a shared investment in California’s environmental future—one landscape at a time.
What’s the Deal with Non-functional Turf (Grass)
You may have heard that the watering of non-functional grass is being banned. In October 2023, the Governor signed AB 1572, legislation focused on conserving potable (drinking) water by prohibiting its use to irrigate non-functional grass on commercial, industrial, and institutional (CII) properties. The law applies only to CII properties and does not affect residential landscapes. Beyond significant water savings, AB 1572 supports a shift toward California-friendly landscaping, which is more sustainable and environmentally beneficial. These landscapes support local ecology, reduce maintenance costs and labor, and decrease reliance on pesticides.
The law will be implemented gradually, in phases, over five years beginning in 2027. For more information and helpful resources related to this legislation, visit:
Calleguas provides awareness, education and support for this new law. For details on enforcement and fines, please contact your local water provider and / or municipality.
