Board of Directors

Director Avila was elected to the Calleguas Municipal Water District Board of Directors in 2020.  He represents Division 1, which encompasses the City of Simi Valley.

Director Avila is a Navy Veteran and currently works as a civilian in the Naval Surface Warfare Center (NSWC), Port Hueneme Division.  His experience includes managing the inspection and testing of components necessary for Naval reconnaissance and combat systems.

Director Avila is a member of the Calleguas Engineering and Construction, and Groundwater Committees.  He also serves as Calleguas’s representative on the Association of Water Agencies of Ventura County (AWA VC).  Director Avila serves as a Special District Representative on the Ventura County Local Agency Formation Commission (LAFCo).

Mr. Avila and his family have resided in Simi Valley, CA since 2016.

Director Robert was elected to the Calleguas Municipal Water District Board of Directors in 2022.  He represents Division 4, which covers south Oxnard and the City of Port Hueneme.

Director Robert has a bachelor’s degree in Physics from Virginia Commonwealth University, and a background in rapid prototype engineering and manufacturing optimization and logistics. Since 2019 he’s been the Naval Systems Safety Lead for the Navy’s major caliber weapons systems at the Naval Surface Warfare Center (NSWC), Port Hueneme Division. His duties focus on keeping the sailors and the fleet safe via complex decision analysis and risk management.

Director McMillan retired after serving 31 years as a Principal Government and Regional Affairs Representative for the Metropolitan Water District of Southern California, the nation’s largest water purveyor.  She has worked extensively with businesses, community leaders, and elected officials to ensure that Southern California’s 19 million residents continue to have a safe, reliable, and low-cost supply of drinking water.  She has served as an officer, committee chair, or active member for over thirty years representing agricultural, business, and advocacy entities in east Ventura County, the San Fernando Valley, Santa Monica, Beverly Hills, and downtown Los Angeles.  Jacque assisted these groups in developing policy positions on water that would enrich the region’s business climate and quality of life for its residents.  From 2003 to 2019, she also served as a Board Director for the Santa Clarita Valley Water Agency (formerly Castaic Lake Water Agency).

Before being promoted as a legislative advocate, Jacque worked five years in Metropolitan’s real property section acquiring thousands of acres for Diamond Valley Lake, an 800,000-acre-foot reservoir that doubled the Southland’s storage capacity for drinking water.  Prior to joining Metropolitan, Jacque worked for three petroleum companies managing 15 oil field projects in California and acquiring oil, gas, and coal rights in over nine states and seventy-nine counties.

Director McMillan has a Master’s in Business from California State University, Northridge; a Bachelor’s from the University of Houston, and an Associate Degree from Houston Community College.  She is also a graduate of the Oxnard Leadership, Valley Leadership Institute, and Leadership LA programs.

Director Pakala was elected to the Calleguas Municipal Water District Board of Directors in 2024. He represents Division 3, which encompasses the City of Moorpark as well as portions of Simi Valley, Camarillo, and Thousand Oaks. It also includes the unincorporated communities of Somis, Home Acres, Santa Rosa Valley, and Newbury Park. Director Pakala serves as Calleguas’s Representative on the Metropolitan Water District of Southern California Board of Directors. 

Director Pakala retired from the County of Ventura after 34 years as Director of the Water and Sanitation Department, where he managed County Special Districts comprising six separate water systems, one recycled water system, and six sewer systems. In his role, Mr. Pakala conducted all Special Districts Citizen Advisory Committee meetings.

As a result of his commitment and dedication to his field, Director Pakala was awarded the Good Government Award by the County CEO. Director Pakala was a member of the City of Moorpark General Plan 2050 Advisory Committee. For the past four years he has served as the President of the Ventura County Retired Employees’ Association.

Director Pakala grew up on a farm in a rural agricultural village in south India. He earned a bachelor’s degree in civil engineering and a master’s degree in hydraulics and groundwater engineering from premier Indian universities. He subsequently immigrated to the United States and received a master’s degree in environmental engineering from Rutgers University. He is a registered Civil Engineer in California.

Director Pakala has lived with his family in Ventura County for 45 years.

Scott H. Quady was elected Calleguas Municipal Water District Board representative of Division 2 in November, 2008, and served as Board President 2012-2016 and 2023-2025.  Retired in 2017 from employment as an Environmental Resource Analyst, he has long-term experience in the non-profit, private, and municipal agency sectors.

Academically, he holds a Master of Science degree in environmental science, a Bachelor of Science degree in biochemistry, and is a Thousand Oaks High School alumnus.

Career track and training include:

• Engineer-In-Training (EIT) certificate from the California Department of Consumer Affairs.
• Water Treatment Operator (Grade II) from the California Department of Health Services.
• Obtained management level certifications (Grade 4) from the California Water Environment Association (CWEA) for two vocations: Laboratory Analyst and Environmental Compliance Inspector.

Director Quady serves on the Association of California Water Agencies (ACWA) Energy Committee and as the Alternate Vice-Chair on the Region 8 Board. He is Calleguas’s representative on the Board of Directors of the ACWA/Joint Powers Insurance Authority (ACWA/JPIA) and also serves on the Workers’ Compensation Board. He was elected to the California Water Insurance Fund Board in May 2019 and re-elected in 2022. He also serves on the Board of Directors of the Ventura County Regional Energy Alliance and is an individual member of the American Water Works Association (AWWA).

Other affiliations: Mr. Quady serves on the Emmett R. Quady Foundation, where he advocates for educational categories in science/mathematics, and U.S. Naval History.
