Each discharge port would have short riser angles off the side of the pipe, fitted with a duckbill non return valve.” |

Section 5.3, Project Description, Page 5.3-12. At the request of the Ventura County Air Pollution Control District the following statement was clarified in text. “The proposed project would generate short-term diesel exhaust emissions associated with marine vessel operation, equipment usage, and truck transportation of construction materials. Diesel exhaust emissions associated with project construction would be short-term and minimal in a regional context; however such emissions represent a short-term contribution to public health risk associated with exposure of sensitive receptors to toxic air contaminants. In a local context, the project would represent a short-term contribution to public health risk associated with exposure to toxic air contaminants to sensitive receptors including adjacent schools, hospitals, residents and day care facilities.” |

Section 5.4, Water Quality, Page 5.4-7. The text was revised to reflect the increased dilution ratio of the outfall from 99 to 1 to 100 to 1. Table 5.4-2 was updated to reflect this change. |

Section 5.4, Water Quality, Page 5.4-8. The follow paragraph was added to reflect the current review of the NPDES Permit by the RWQCB and the potential conditions associated with the permit approval. “Currently the Regional Water Quality Control Board is evaluating the information contained in the Draft NPDES Permit – Report of Waste Discharge. Conditions of approval of the NPDES permit will include performance standards, including those outlined in the Ocean Plan, which must be met during operation of the outfall. These conditions will include long term monitoring requirements and appropriate chemical analysis methodologies needed to ensure discharges from the proposed outfall are not resulting in impacts to the marine environment. These NPDES permit conditions will provide a mechanism to address specific chemical parameters of concern identified including both chronic and acute toxicity and pH.” |
