Director Waters was born in Thousand Oaks and grew up in Moorpark. He is a fourth generation farmer, with a family tradition of leadership in water resources. His grandfather was on the committee which formed Calleguas in the early 1950s to bring imported water into Ventura County. His father served on water agency boards in the Moorpark area and brought Director Waters to Fox Canyon Groundwater Management Agency (GMA) meetings when he was still a teenager.

After graduating from Moorpark High School, Director Waters attended Cal Poly San Luis Obispo, majoring in agriculture. Knowing that farming was his lifelong passion, he returned to work for the family farm in Ventura County. He and his wife Heather have settled in Moorpark with their two daughters and their dog, Goose.

Director Waters is continuing the family tradition of leadership in agriculture and water resources. Director Waters is Chair of the Calleguas Groundwater Committee and a member of the Finance Committee.  He serves as a board member for a commercial packing house, Thermic Mutual Water Company, and Berylwood Heights Mutual Water Company. He is a member of the advisory committee for Ventura County Waterworks District No. 1 and the voting panel of the Las Posas Basin Users Group. He represents small water districts as an alternate member of the Fox Canyon Groundwater Agency Board of Directors. He also serves as a member of the Association of California Water Agencies’ Agricultural Committee.

Director Waters’ goal is to provide sustainable water for Ventura County for generations to come.
