	Emergency Ordinance D - Imposes a temporary moratorium on the issuance of new or expanded well permits and a four acre-feet per acre cap on irrigation efficiency based allocations in the West, East and South Las Posas Groundwater Basins.	This is Emergency Ordinance D as provided to the Fox Canyon GMA Board of Directors for their consideration at their meeting of March 23, 2011. The Board unanimously adopted the revisions as shown and extended the term of the ordinance until December 31, 2011.
